Abstract
U disertaciji je sprovedena analiza pojedinih primera instrumenata kulturne politike iz sve
četiri grupe: vrednosno-idejnih, pravno-političkih, organizacionih i ekonomskih instrumenata
kulturne politike, a iz perspektive feminističke kritičke analize javne politike.
Istraživanje se nadovezalo na značajno i relevantno postojeće feminističko znanje u oblasti
kulture i umetnosti u regionu. Analizom postojećih instrumenata kulturne politike za
unapređenje rodne ravnopravnosti i participacije mladih u kulturnom životu u različitim
evropskim zemljama, prikazan je veliki broj relevantnih mera koje je moguće koristiti kao
inspiraciju i u domaćem kontekstu.
Vrednosno-idejni instrumenti kulturne politike analizirani su kroz analizu komunikacije
Ministarstva kulture i mapiranje adultizma u vestima i saopštenjima ove nacionalne
institucije, kroz položaj žena u gradskim kulturnim politikama i zastupljenost sećanja na žene
u zaštićenim spomenicima kulture, te kroz analizu udela žena međ...u laureatima/kinjama
nacionalnih priznanja za doprinos umetnosti i kulturi, tzv. “nacionalnim penzijama”.
Poglavlje posvećeno analizi pravno-političkih instrumenata obuhvatilo je zakonodavna,
strateška i srodna dokumenta u oblasti kulturne politike, omladinske politike, te politike
rodne ravnopravnosti. Analiza odabranih organizacionih instrumenata obuhvatila je
mehanizme participacije mladih u donošenju odluka u kulturi na nacionalnom i lokalnom
nivou, upravljanje prostornim, kao i ljudskim resursima. U segmentu posvećenom
ekonomskim instrumentima, argumentacija je zasnovana na ukrštanju postojećih analiza
poput rodne analize budžeta Ministarstva kulture Srbije, analize utrošenosti sredstava za
implementaciju Nacionalne strategije za mlade u domenu kulturne participacije mladih,
analize konkursa za finansiranje stvaralaštva dece i mladih Ministarstva kulture, ali i na
namenski sprovedenoj analizi rodno odgovornog budžetiranja u domenu kulture kroz rodno
osetljive indikatore na nivou lokalnih samouprava i budžeta za mlade u lokalnim strategijama
za razvoj kulture.Kroz višestruke studije slučaja i raznolike metode prikupljanja i analize podataka u okviru
navedene četiri grupe instrumenata kulturne politike, istraživanje je doprinelo mapiranju
savremenih patrijarhalnih elemenata u kulturnoj politici i kulturnom životu u Srbiji i pokazalo
njihovo snažno delovanje istovremeno sa deklarisanim vrednostima rodne i uzrasne
ravnopravnosti u zakonodavnim i strateškim dokumentima, pa čak i afirmativnim merama u
domaćem kontekstu.
The dissertation engages with diverse examples of cultural policy instruments from all four
groups: value-ideological, legal-political, organizational, and economic instruments of
cultural policy, from the perspective of feminist critical policy analysis.
The research builds on significant and relevant existing feminist knowledge in the fields of
culture and arts in the region. By analyzing existing cultural policy instruments aimed at
promoting gender equality and youth participation in cultural life across various European
countries, a substantial number of relevant measures are presented that can serve as an
inspiration in the domestic context.
Value-ideological cultural policy instruments were analyzed through the public
communications of the Ministry of Culture and the mapping of adultism in its news and
statements; the position of women in urban cultural policies and the representation of women
in protected cultural monuments; as well as through the proportion of wom...en among the
laureates of national awards for contributing to culture, known as “national pensions”. The
chapter dedicated to the analysis of legal-political instruments covered legislative, strategic,
and related documents in the fields of cultural policy, youth policy, and gender equality
policy. The analysis of selected organizational instruments included mechanisms of youth
participation in cultural decision-making at national and local levels, as well as the
management of spatial and human resources. In the segment dedicated to economic
instruments, the argumentation is based on intersecting existing analyses such as the gender
analysis of the budget of the Ministry of Culture of Serbia, the analysis of funds spent on the
implementation of the National Youth Strategy in the domain of youth cultural participation,
the analysis of competitions for funding children's and youth's creativity by the Ministry of
Culture, as well as on a specially conducted analysis of gender-responsive budgeting in the
field of culture through gender-sensitive indicators in local self-governments and the budgets
for youth in local cultural development strategies.Through multiple case studies and various methods of data collection and analysis within the
mentioned four groups of cultural policy instruments, the research contributed to mapping
contemporary patriarchal elements in cultural policy and cultural life in Serbia, demonstrating
their strong influence alongside explicitly declared values of gender and age equality in
legislative and strategic documents, and even alongside affirmative measures present in the
domestic contexts.
